1. T he Government of the United Republic of Tanzania through the Ministry of Education Science and Technology (MoEST) has received financing from the World Bank toward the cost of the the United Republic of Tanzania Higher Education for Economic Transformation (HEET), and intends to apply part of the proceeds toward payments under the contract ¹for Supply, Installation, Testing, Training and Commissioning of Multimedia facilities for the University of Dar es Salaam lecture Halls².
2. The University of Dar es Salaam now invites sealed bids from eligible bidders for Supply, Installation, Testing, Training and Commissioning of Multimedia facilities for the University of Dar es Salaam lecture Halls., the quantities are as per the schedule of requirement attached in this bidding document, the equipment are to be installed at the University of Dar es Salaam Mwl. J. K. Nyerere Mlimani Campus, the equipment are expected to be delivered within Four (4) months from the date of contract signing.
3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Fourth Edition of November 2020 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. The Bidding Document is available online on TANePS – https://www.taneps.go.tz. Bidders will be required to register on the TANePS to able to participate in this bidding process. All request for clarification should be sent through TANePS and the Purchaser will send Responses to Clarifications, Minutes of Pre-bid Meeting and Amendments through TANePS – https://www. taneps.go.tz and email notification will also automatically be sent to those bidders who have started working on this bid. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.³.
5. A complete set of Tendering Documents in English and additional sets may be purchased by interested Tenderers through the portal and upon payment of a nonrefundable participation fee of 30,000.00 TZS. Payment is performed through the dedicated Payment gateway integrated in the TANePS.⁴
6. Bids must be submitted online through TANePS – https://www.taneps.go.tz in on or before 1400hrs on 11^th May, 2023 and bids will be opened through TANePS on 11^th May, 2023 at 1430 hours. The TANePS would not allow any late submission of bids.

T he Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.

7. All bids must be accompanied by a bid security. The amount of bid security shall be per lot applied for as per below table or its equivalent in a freely convertible currency in the either of the forms and instructions provided in the ITB 19.3 (d) of the tender document.

8. Late Tenders, Portion of Tenders, Tenders not received, Tenders not opened and not read out through online through TANePS during opening  shall not be accepted for evaluation irrespective of the circumstances
